50th से 30th Percentile क्यों किया गया?
MCC के notice के अनुसार Special Stray Vacancy Round का आयोजन 17 September 2026 के Supreme Court order के अनुपालन में किया जा रहा है।
Notice में Supreme Court के W.P. (Civil) No. 771 of 2026 — Tamil Nadu Medical Officers Association & Anr Vs. Union of India & Ors. का उल्लेख किया गया है। इसी संदर्भ में SS Counselling 2025 के existing 50th percentile को घटाकर 30th percentile किया गया है।
इस percentile reduction का सीधा प्रभाव उन candidates की eligibility पर पड़ सकता है जो पहले qualifying percentile पूरा नहीं कर पा रहे थे और अब revised percentile के बाद eligible हो गए हैं।
हालांकि candidate को participation से पहले MCC द्वारा जारी applicable counselling instructions और eligibility conditions को जरूर verify करना चाहिए।
Special Stray Vacancy Round किन Seats के लिए है?
MCC ने स्पष्ट किया है कि Special Stray Vacancy Round उन D.M., M.Ch और DNB SS seats के लिए आयोजित किया जा रहा है जो Round 2 के बाद vacant रह गई हैं।
इसका मतलब यह round सामान्य Round 3 के रूप में नहीं है। यह विशेष रूप से उन vacant Super Specialty seats को counselling process में शामिल करने के लिए आयोजित किया जा रहा है जो previous counselling process के बाद भी खाली रह गईं।

इस notice की सबसे महत्वपूर्ण बात यह है कि MCC ने Special Stray Vacancy Round को Non-Upgradation Round बताया है।

Percentile Reduction के बाद Newly Eligible Candidates
50th percentile से 30th percentile तक reduction होने के बाद कुछ candidates पहली बार इस counselling round के लिए eligible हो सकते हैं।
MCC ने specifically कहा है कि candidates who have become eligible after reduction of percentile Special Stray Vacancy Round में participate कर सकेंगे।
इसलिए जिन candidates का previous result qualifying percentile के कारण counselling participation के लिए पर्याप्त नहीं था, उन्हें revised eligibility के बाद MCC की instructions check करनी चाहिए।
यह ध्यान रखना जरूरी है कि percentile reduction अपने आप seat allotment की guarantee नहीं देता। Seat allotment available seats, candidate eligibility और counselling rules के अनुसार होगा।
Tamil Nadu In-Service Seats का क्या होगा?
MCC notice में Tamil Nadu की in-service vacant seats के संबंध में भी महत्वपूर्ण update दिया गया है।
यदि Tamil Nadu State Stray Round के बाद कोई in-service seats vacant रहती हैं, तो उन्हें 28 September 2026 को State Counselling Authority of Tamil Nadu द्वारा revert किए जाने की अपेक्षा है।
MCC ने आगे बताया है कि इन-service seats प्राप्त होने के बाद उन्हें All India SS Counselling 2025 के seat matrix में add किया जाएगा।
यहाँ “expected” शब्द महत्वपूर्ण है। इसलिए इसे final seat availability न मानकर MCC द्वारा जारी updated seat matrix का इंतजार करना चाहिए।
क्या Special Stray Round का पूरा Schedule इस Notice में है?
नहीं।
25 September 2026 के इस particular notice में registration start date, registration last date, choice filling dates, choice locking, result date या reporting dates का detailed schedule नहीं दिया गया है।
इसलिए इन dates को किसी पुराने Round 1 या Round 2 schedule से copy करके current Special Stray Round की dates नहीं मानना चाहिए।
